In a major announcement made by Union IT Minister Ashwini Vaishnaw at the Utkarsh Odisha Conclave, India revealed its ambitious plans to develop its own generative AI model. This strategic move will place India alongside global AI giants like OpenAI’s ChatGPT and China’s DeepSeek. The government’s initiative aims to foster technological self-reliance while addressing unique challenges presented by India’s vast cultural and linguistic diversity.

The government’s ambitious AI vision is supported by the India AI Compute Facility, which has secured an impressive 18,693 Graphics Processing Units (GPUs). These GPUs will power the development of a Large Language Model (LLM) tailored specifically for Indian needs. Vaishnaw stressed the importance of having cutting-edge computational resources to accelerate AI development and facilitate innovation in the country’s rapidly growing tech ecosystem.

A State-of-the-Art AI Compute Facility: Fueling Innovation and Development

The India AI Compute Facility will serve as the backbone of India’s AI ambitions. This shared computational infrastructure will provide access to high-performance computing resources for researchers, startups, and academic institutions. As Vaishnaw highlighted, a common compute facility is crucial for building a robust AI ecosystem, offering essential computational power to drive breakthroughs in AI model development. India’s push for AI self-reliance has led to the creation of this facility, which aims to be a game-changer in the global AI arena.

Initially, the facility was slated to acquire 10,000 GPUs, but it far surpassed expectations by securing nearly 19,000 units. Among these are 12,896 Nvidia H100 GPUs and 1,480 Nvidia H200 GPUs, two of the most powerful AI chips available today. Notably, the facility has already made approximately 10,000 GPUs available for immediate use, with the remaining GPUs to be gradually deployed as required. This cutting-edge infrastructure will be accessible to AI researchers and developers across the country and is expected to be operational soon.

A Discounted Path to AI Development: Cutting Costs for Innovation

Vaishnaw also provided insight into the cost-effective nature of the India AI Compute Facility. According to the Minister, the average discount on AI Compute services is 42 percent compared to market prices. For foundational models—critical for the development of advanced AI—the discount is even higher at 47 percent. This significant cost reduction will make AI development more affordable and accessible to a wider range of developers and researchers, accelerating India’s entry into the global AI race.

Addressing India’s Unique Needs: A Foundational AI Model for Cultural and Linguistic Diversity

In addition to providing the necessary computational infrastructure, India is also developing its own foundational AI model designed to meet the country’s unique needs. Unlike models developed by global players like OpenAI, India’s model will be specifically focused on the country's diverse linguistic landscape and cultural richness. One of the key objectives of this model is to address the challenges posed by the bias present in many AI datasets, ensuring that the new Indian model reflects the nation’s inclusive values.

The timeline for this initiative is expected to span four to eight months, with six major developers anticipated to contribute to the development process. Vaishnaw’s optimistic outlook suggests that some of these developers may even produce results within a time frame as short as four to six months.
